MANAGEMENT COMMITTEE REPORT
The Management Committee meets regularly on the third Wednesday of every month with the exception of the months of July and August.
FINANCES:
For the second consecutive year the church has not had to make use of the line of credit. The committee is encourage that the budget has been met, There have been several special projects this year, organized by the management committee and others Money raised form these events was approves by the Session for the following causes:

Some of the repairs to the church this year included motor replacement and insulation repair to the boiler, a ramp fabricated over the stair to access the office door, book holders for the choir, front door hinge repair and repair to taps in the women's washroom. A portable audio system for the fellowship hall was also purchased, At the manse, the retaining wall was repointed, the hedge was trimmed and new carpet underlay was installed throughout.
A Xerox printer/photocopier was graciously donated to the church by Elizabeth Renfrew. The church is very grateful to Elizabeth for this kind donation.
With the retirement of Dee Renaud, advertisements for church Secretary were placed in the local paper and candidates were interviewed. Margaret Burnett was selected as our new secretary and she has also taken on the job or envelope secretary,
A considerable amount of time has been spent by the committee investigating the many options available when the time comes to replace the church roof. Discussions are still under way in conjunction with the Building Committee.

CONGREGATIONAL MEETING CAUSES WALLS TO TUMBLE
Thankfully it wasn't a rerun of the Battle of Jericho when the Congregation met on Sunday April 30th after the 11.00a.m. Worship Service, but the outcome was the same "the walls did in effect come tumbling down."
With the finalization of Herb's office next to the boiler room, and at the direction of the Annual Meeting, the meeting was called to receive the plans for rearranging the other rooms along the rear wall of the fellowship hall.
On motion by Elspeth Singh and Janet Harrison the proposed plan was circulated and adopted by the meeting.
A Grant Halls/ Carl Jackson motion allowed for funds from the Mary Norrish bequest to be used for the renovations with the requirement that an appropriate plaque be placed, designating it as the Mary Norrish Hall.
Accepted cost for the work, completed to a ready to paint state was $5,460.
Stewardship and Finance Report (2002)
The Stewardship and Finance Committee's membership consists of: Martin van Dam (Chair), Elspeth Singh, Ruth Barnett, Greta Hofstra (secretary) and George Lee. We were pleased to welcome George Lee as a new member at the beginning of the year, replacing Ed Renaud.
This year, the committee faced the challenges of promoting stewardship and overseeing the church finances during the process of a fundraising capital campaign and a construction project. In 2001 we finished a three- year Consecrated Stewardship program and the committee considered alternatives for 2002. In light of the Capital Campaign being conducted in the fall the committee decided to postpone a fall stewardship program to next year and conduct a Stewardship Fair to celebrate our new addition and renovations in the fall of 2003.
Over the course of the year, we attempted to keep the congregation informed of the church's financial situation. To that end, we kept the congregation apprised through information in the bulletin and we had a member of the committee speak on our financial position. We continue to look for ways to provide a clear and concise report for the congregation.
During the first half of this year, expenses such as professional fees from the architect and Paul Mack and Associates, created a deficit. Recommendations were made to Session to separate the operating expenses of the church from expenses associated with the new addition (Capital Expenditures). This way we obtained a clearer picture of our operating expenses vs. our giving.
Presbyterians Sharing, our church's mission, ran short for most of the year, and a valiant attempt by the congregation, closed the shortfall immensely by the end of the year. It was felt that keeping the congregation apprised of our financial position and highlighting it to the congregation may avoid a similar occurrence for this coming year.
The committee encourages regular giving through the use of envelopes and the pre- authorized payment plan. This creates a mechanism that will allow a tax receipt to be issued at the end of the year for donations and gifts to the church. The amounts donated to the church will result in a tax credit for the donor.
The committee ‘supported the construction of a WEB site for the church. Through the capable work of Doug Peebles the project is underway. The address for the web site is www.westminsterstpauls.ca
A Stewardship Conference, entitled Stewards by Design will be held in Canmore, Alberta in the fall of 2003, Application to send 4 participants to the conference was approved by Session and an application submitted for consideration has been sent. Expenses for the conference will be borne by the participants. The committee was inspired by the success of the Capital Campaign, and the faithful giving to the operating fund. We pray that this faithfulness will continue in 2003 as we embark on a major capital venture that will provide new opportunities and challenges.

Stewardship and Finance Report 2004

The Stewardship and Finance committee has been buoyed by the faithful giving of the congregation. Our revenues were up from last year and there was no drop in givings after Herb left. We trust the congregation will continue in their faithful financial and time commitments to the church.
The committee met 10 times last year with one combined meeting with session and management. The challenge facing the committee this year was to complete the, financing for the church addition through loans, redemption of stocks or funds such as Cooke's fund. The roof was completed and the remainder of the Management fee to Hawkey Construction was paid.
A very successful stewandship fair was held in February of 2004. Members enjoyed walking from booth to booth to learn of the activities of organizations within the church and to pick up different food items along the, way.
The committee felt that a plan was required to deal with the debt on the addition. A 3-year plan was completed and adopted by Session, with the recommendation this plan be presented to the congregation. A presentation was made to the congregation at our Fellowship Luncheon in October. The committee pointed out that there will be a significant cash flow shortfall beginning in the year 2007 and it will intensify the following 2 years. The cash flow problem is a result of several things: the over-cost of the addition was
Financed on a longer term basis to reduce. the monthly payments: the interest on our borrowings has been coming out of the capital funding and the original manse mortgage is being paid from the capital funding as well. In 2007 the cash flow from the pledges will reduce because they have been honoured but at the same time payments will still be required on the existing debt. At present the projected shortfall is $270,454.00 plus accumulated interest. Solutions to the shortfall include: encouraging individuals to extend their commitment by paying an additional year on their pledges, when they have been honoured: encouraging others who did not have an opportunity to pledge previously to do so and perhaps do anather congregational visitation.
At the November luncheon, the committee created display boards, which showed the activities of the congregation inside the church, in the local community and internationally. Church members/adherents were encouraged to enter their financial and time commitments on pledge cards. The committee finds the pledge cards very useful for planning next year's budget. This year 32 people filled in pledge cards and committed a total of $73, 896 to the operating budget and Presbyterians Sharing. This represents a 20% increase from last year. The goal of the committee is to eventually set the budget on the basis of the pledges. We seem to be coming closer to that goal every year.
We look forward to 2005 as we continue to work in response to God's blessings.

REPORT and UPDATE
In the fall of 2002 we had a very successful capital campaign entitled Catch The Dream. What a celebratory feeling when we surpassed our goal. A detailed summary, outlining the cost of the project was submitted to the congregation in October 2004.
We thank you for your devotion, courage, faith, generosity and perseverance that enabled the addition to transform from a dream to reality. I have been overwhelmed by the generosity of our congregation as the total of our funds raised, has exceeded $600,000.

During 2007, the Treasurer has written off a total of $1,490.00 in the form of pledges as uncollectible and
received an additional $6,266.50 in donations. The write-offs occurred as a number of these individuals have
since left our congregation.
Our commitment to the Royal Bank was paid in full during 2007 and a further $25,000 and $500 of the cash
on hand was used to reduce the amount owing to the Cooke's fund and the repayment of the Presbytery loan,
respectively.
The loan from the Cooke's Fund was interest free for 5 years. After that period interest will be charged at the
rate of 1% over the yield of the PCIC portfolio. We should be in a position to repay the remaining $25,000
owing to the Cooke's fund prior to any interest assessment.
The loan balance of $9,500 owing to the Presbytery is being repaid at the rate of $167 per month. Presbytery
accepted our repayment schedule on the interest free loan, which started in October 2007.
A tremendous spirit of generosity has been reflected in the pledges and contributions to the Capital Campaign for which we thank the congregation. There will always be room for more donations to the Capital Campaign as there are more areas to refinish and a number of items are still needed. The committee was gratified by the financial contributions of the congregation. They were above the givings raised last year. Even so, we had a small deficit of approximately $6,500 at the end of the year which was primarily due to the unforeseen expense of replacing the stack in the boiler room. The deficit would have been higher if we had not received the generous contributions from the Victoria Circle and Special Days.
The target for Presbyterians Sharing was surpassed. Moreover, $4,000 was sent to the school in Nicaragua.
The committee recommended paying off half of the loan, for the addition, received from the Cooke's Fund. In addition, they put forward a schedule to begin paying off the loan received from Presbytery.
This year the committee arranged to have Rev. Dr. Herb Gale speak on Planned Giving at a fellowship luncheon in May and Ann Muivale, the former major of Oakville, speak at our Stewardship Sunday on Nov 18th.
Pledge forms were handed out on Nov 18" and returned on December 2. The results from the pledge form were not as good as last year. Thirty seven forms were returned with a total of $85,000 pledged. Last year, 44 forms were returned with total pledges of $105,000. It is the committee's goal to set our budget for the oncoming year from the amounts of the pledges received from the congregation.
The committee prepared the budget for 2008 which will be presented at the annual meeting on February 10th.
The committee looks forward to continue working with Karla and the congregation in 2008 to continue promote stewardship in God's people.
